Merged the ResourceManager class into the previously existing PerformanceData... 

Merged the ResourceManager class into the previously existing PerformanceData class, added web socket functionality for the system perf API with Xbox test app functionality, and added logic for the Xbox test app to use either http requests or listen via web socket for the PerformanceData APIs.
