sepolicy: fix access to wigig properties

Define wigig and fst properties as extended_core_property_type,
they are only accessed from system context.
Remove all definitions and usages from vendor rules, they are
no longer needed. Access to vendor properties is replaced
by the capability config store. Additional rules for
the capability config store will be added in a future patch.
