Label the scsi_generic sysfs node and give it's read access to bootctl. 

Bootctl needs read access to scsi_generic node to lookup what
/dev/sgN device corresponds to the XBL partitions.
Label it and give read access to bootctl.

Fixing VtsHalBootV1_0Target failures.
