Sepolicy: Allow to create YUV dump file in /data/vendor/camera

Issue: After setting this property "persist.camera.dumpimg",
       YUV files should create in /data/vendor/camera location,
       if we use camera app for snapshot/livesnapshot/preview.
       But it was not happening.

Fix:   Added file create permission.
       Now this change allows to create yuv file in
       /data/vendor/camera location,
       if you use this property "persist.camera.dumpimg"
