sepolicy: addressing denials for esepmdaemon

Denials are coming as daemon is part of vendor partition
and using binder instead of vendor binder.

addressing following denials :
avc: denied { read write } for pid=846 comm="esepmdaemon" name="binder" dev="tmpfs"
      ino=12106 scontext=u:r:esepmdaemon:s0 tcontext=u:object_r:binder_device:s0
      tclass=chr_file permissive=0
