sepolicy : moving the data_migration macro to coredomain

there are cases where the the file and dir may have diffrent
selabel so need to run restorecon which will only work from
system/bin and need to be coredomain to do this.

But still as part of OTA its fair to get this coredomain added
in vendor te_marco (just to keep in vendor).
