sepolicy : creating a macro for /data to /data/vendor migration 

1- this macro contains baseset of rules which should be needed
   during ota for data migration from /data to /data/vendor.
2- The module which needs data migration they should add the rule in /vendor/ota/<target> dir.
   This dir would be picked only for older version.
