Add a new attribute to support debugfs 

Define a new attribute to support debugfs. This change also needs
neverallow rules to be modified to allow qti_debugfs_domain access
to debugfs in userdebug_or_eng configuration.

All domain that needs access to debugfs must define this attribute
in userdebug_or_eng configuration only.
