sepolicy: Update policy to move data modules to vendor partition

As per Android-O architecture, data modules need to move to vendor
partion. Following changes are required
- cnd exe path to point to vendor
- RTP daemon exe path to point to vendor
- Stop communication with netmgrd: Netmgrd which is in vendor
  partition should not communicate with system_server in
  system partition
- Consolidate rmnet IOCTLs and allow netmgrd to call them
- Move netmgrd and port-bridge binaries to vendor
