sepolicy:Allow hal_wifi to read driverdump proc file for user builds

Commit Id060c4fdb786b0bfb0b85a73b4ac37e4d834dbc6 provides
the access to /proc/debugdriver/driverdump only for the
userdebug / eng builds. This would fail the VTS test case
for RequestDriverDebugDump on the user builds.
Hence , provide the access to the user builds too.
