common: sepolicy: remove deprecated policy for surfaceflinger

Whenever there is a binder from any process to surfaceflinger,
surfaceflinger tries to access the /proc/<process_pid>/cmdline to
get the process name. This is no longer needed, so the corresponding
sepolicy for the permission can be removed.
