wificond: allow ioctls for create/remove/read bridge interface. 

This allows additional IOCTLs such as create/remove or reading
mac address of bridge interface. IOCTLs are:
SIOCBRADDBR: Create bridge interface.
SIOCBRDELBR: Remove bridge interface.
SIOCGIFHWADDR: Read mac address of interface.
