msm: ipa3: Send pipe info based on tethering protocol

Extend ipa IOCTL to get endpoint config based on input protocol.
Send USB_CONS/PROD info if tethering protocol is RMNET &
USB2_CONS/PROD if tethering protocol is RMNET_CV2X.
Send info of both pairs if tethering protocol i/p param is invalid.
