ARM64/vdso32: Silence Snapdragon LLVM's vectorizer-no-neon warning 



  clang-8: warning: Vectorization flags ignored because armv7/armv8 and neon
  not set [-Wvectorizer-no-neon]

Note that CAF also disabled this warning for the entire ARM: 86fb08c4
