[media] rc/keymaps: add keytable for Terratec Cinergy C PCI

This RC map was taken from Christoph Pinkl's patch
(http://patchwork.linuxtv.org/patch/7217/

). It is used solely by the respective
mantis based card because the encoding is not known.
