msm_ispif: Increase timeout to 10 seconds from 1 second.

Frame captures can take as long as the maximum exposure time,
so if the last frame is a long one, we need timeouts to be longer
than the maximum exposure time.

Test: Camera CTS and ITS pass with ~4 second max exposure time
