ARM: dts: msm: update VDD_APC0 CPR aging voltage and corner for SDM845 v2

Update the VDD_APC0 CPR aging reference voltage to 1000 mV in
order to match the highest allowed corner voltage.  Also specify
the aging reference corner of the L3 CPRh thread for speed bin 1
so that it matches the highest corner supported by speed bin 1.
Lastly, update the S12 and S13 regulator voltage constraint
ranges so that they include all voltages that can be requested by
the CPRh regulator devices.
