ARM: dts: msm: Add RPMh controlled clocks for sdxpoorwills

Replace the dummy RPMh clock node for sdxpoorwills with
real RPMh controlled clock device node. This ensures that
consumers are able to modify the physical state of these
RPMh managed clocks.
