msm: kgsl: Use GPU for HLSQ/SP/TP perfcounter select on A6xx 



On A6xx HLSQ/SP/TP registers cannot be updated from AHB when
GPU is busy. So use GPU inline submissions to update
HLSQ/SP/TP perfcounter select.
