msm: kgsl: Provide the context bank in SMMU_TABLE_UPDATE packet

The SMMU driver allocates context banks dynamically on a first
come first serve basis. As a result, the KGSL user context may not
get context bank 0 depending on the attach order.

Program the context bank number for the SMMU_TABLE_UPDATE packet
so the CP can program the IOMMU registers for that particular
context bank.
