Merge branch 'a11/sdm429w-support' into a11/master

Missing commits required for SDM429W (Spyro) platform support are cherry-picked
from LAW.BR.4.0-48500-89xx.0. mcinvoke changes may overlap with vulnerability
fixes that might be pushed by QUIC at later LA.UM tags due to lack of comments
that describe why they were done in first place.

Future fixes (if any) will be cherry-picked directly over the reference branch
rather than being merged directly as doing the latter will revert a number of
fixes done upstream by QUIC.
