ANDROID: turn on VCT access from 32-bit applications 



Deal with regression from 7b4edf24
("clocksource: arch_timer: make virtual counter access configurable")
by selecting ARM_ARCH_TIMER_VCT_ACCESS if COMPAT_VDSO is selected.
