pinctrl: Add support for msm8953 pinctrl 



This implementation is based on a snapshot of the msm8953
pinctrl driver as of 'commit 5db02769ab19a
("qseecom: use strnlen in qseecom_start_app")'.
Also add new document of msm8953 pingctrl bindings according
to latest pinctrl driver style.
