arm64: Kconfig: Add support to select COMMON_CLK clock framework

For some targets, there could be need to choose the
COMMON_CLK_MSM or COMMON_CLK clock framework. Add
support for the same by enabling COMMON_CLK or
COMMON_CLK_MSM config flag based upon the selected target.
