power: smb1355: Make watchdog bark a wake-up interrupt

Charging will be disabled when watchdog is not pet upon watchdog bark
interrupt leading to watchdog bite. This can disable charging prematurely
when the interrupt doesn't wake up the device from sleep. Hence configure
it as wake up capable to keep charging enabled when it is needed.
