defconfig: Disable hardlockup panic

As of commit "2506cb53" <Merge remote-tracking branch '4.9/tmp-75d78c7e'
into 4.9>, HARDLOCKUP_DETECTOR_OTHER_CPU has been temporarily removed.
Remove hardlockup detection for sdm845 from the defconfigs accordingly.
