clk: qcom: clk-cpu-osm: Add OSM clock driver support for SDM670 



SDM670 has 6-2 cores configuration, but current design of OSM clock
driver assumes 4-4 cores configuration.
Add required changes in OSM clock driver so that it runs on SDM670.
