soc: qcom: Remove memory dump handling from DCC driver

Remove allocation of memory for DCC registers and SRAM.
We no longer have to depend on the memory dump driver for
SRAM data, it is collected via SDI. Register data is not
utilized for debug on the current targets and as such is
not needed.
