Hide "Use precise location" for unsupported apps

Apps targeting SDK levels less than 31 do not support location accuracy
permissions, and launching them will automatically grant fine permission
if it had been revoked via Settings. Don't show the setting since it is
not supported.

Test: Manual: Install an older-SDK level app like SatStat 3.5. Enter its
App Info and Location permissions settings. Allow it all the time, and
observe that "Use precise location" does not appear. Install a newer-SDK
level app like Organic Maps 2024.03.05 and do the same, but "Use precise
location" should appear.
