[Safety Labels] Make styles overlayable

Recently we added styles for safety labels, but we have not yet made
them overlayable. This is done by adding references to them in the
"overlayable.xml" file.

Also, add "odm|oem" to 'PermissionControllerStyles' policy, to allow these
styles to be overlayed by those policies.
