Re-enable ConfigLintCheckerTest

They can be re-enabled using a new feature to exclude
certain classes from being loaded by tradefed.

This is a resubmission of aosp/2376066 with the
addition of excluding the META-INF folder to resolve
an issue that we only see on CI for some reason.
