[WearOnMain][PermissionController] Implement bug report notification using Compose for Wear

This CL implements the confirmation activity screen using Compose. It
refactors ConfirmationActivity to consider Wear device and updates it to
ComponentActivity, which can take ComposeView.

Test: Flashed to the device and followed b/291696541#comment#2 to test
the screen.
