Switch test refresh timeout to full test timeout

Cherry-picks remaining test change from
I1f9dc8749d46f437c8dfbb98228ed1f042ee5821 which increases timeouts of
refresh to allow UI tests to not be broken by refresh timeouts not being
tested for.
