[SafetyCenter] Send explicit broadasts in refresh API

* Hardcoded in order to update CTS tests for now. This is temporary and
  will be replaced by components extracted from SafetySource config
  soon.

Test: atest CtsSafetyCenterTestCases (tests added in same topic)
