[WearOnMain][PermissionController] Implement Unused Apps using Compose for Wear

This CL implements the unused apps screen using Compose. It doesn't use
Preference library but use compose elements only.

It is based on ag/20805534, ag/24609739 and UnusedAppsFragment.kt.

Bug: 291696762
Test: Flashed to the device and modify the unused app period to 1 min to
check the unused app screen. Related commands are in
b/291696762comment#5.

Also disable the app hibernation and check the screen.
