Make LauncherPackagesLiveData include LeanbackLauncher 

On TV there are apps who have Leanback Launcher icon but no regular Launcher icon. This change adds those apps to LauncherPackagesLiveData.

Test: m -j99 GooglePermissionController
Test: installmod GooglePermissionController
Test: check if those apps get hibernated
