Remove MANAGE_DEVICE_LOCK_STATE permission from the SYSTEM_SHELL role. 

We run Device Lock CTS tests by adding the FINANCED_DEVICE_KIOSK to
the test itself, so no need to have it in the SYSTEM_SHELL role.
