Add a new intent to open app permissions management UI to be used by ARC

Test: Run adb command `adb shell am start -n com.google.android.permissioncontroller/com.android.permissioncontroller.permission.ui.ManagePermissionsActivityAlias -a android.intent.action.MANAGE_APP_PERMISSIONS` and see "com.android.permissioncontroller.permission.ui.ManagePermissionsActivityAlias can only be launched with android.settings.APP_PERMISSIONS_SETTINGS" in the log which shows the old action is prevented.
