Log issue metadata when navigating from notification.

This allows us to track notification clicks correctly, since previously
the source ID and issue type ID were not associated with the
SAFETY_CENTER_VIEWED event.

This change also adds some additional integration tests for
SAFETY_CENTER_VIEWED event logging.
