CTS to verify updating addresses of IPsec tunnels

Add CTS tests to verify migrating IPsec tunnels by
updating the existing IpSecTransforms

This commit also updates the input list of
the #getIpSecTunnelTestRunnable and #run method for
supporting the new tests.
