vdec: Set correct output buffer size: dynamic meta mode

When frameworks queries for output buffer size on
decoder via OMX_IndexParamPortDefinition, expectation
is to return metadata buffer size instead of YUV
buffer size in dynamic metadata mode.

Test: CtsMediaTestCases & CtsVideoTestCases pass
