udfps: Change window type to TYPE_DISPLAY_OVERLAY 

 * TYPE_KEYGUARD_DIALOG was below volume and navbar and would
   have caused cause issues when HBM was enabled

 * BiometricPrompt uses different layer which again is below
   navbar and causes bright volume and navbar
