Remove DPC access to hardware identifiers

Remove Device Policy Controller access to hardware identifiers on
personal devices with a work profile.

This is replaced by the Enrollment-specific ID, which is stable
across enrollments to the same organization, and should functionally
be equivalent to hardware identifiers from an inventory management
perspective.
