Add more zlib fuzzer OWNERS

Currently, I am the only person listed in the OWNERS file for zlib's
fuzzers. Having only a single OWNER is not ideal.

Noel and Hans have both been active in this area.

This commit adds Noel and Hans as OWNERS of zlib's fuzzers.
