Allow a null Rect to be passed as sourceCrop 

The documenation of SurfaceControl.captureLayers() allows for a null
Rect for the sourceCrop,
but SurfaceControl.CaptureArgs.Builder#setSourceCrop only allows
for NonNull parameter.
