DPMS: Prevent DO from calling cross-profile methods.

Do not allow the Device Owner to call methods that pretain to
cross-profile capabilities, as they do not make sense on a fully-managed
device (which cannot have a work profile anymore).

This change reverts Change-Id I1b206ccfa963a615f361cee9b77c5049328a2596.
