Fix bug #7325234 LayoutParams are not resolved correctly (Settings apps looks broken on Manta in Arabic)

- fix LayoutParams resolution for LinearLayout only
- apply onResolveLayoutDirection() in both measureHorizontal() and
measureVertical()
