Add more options to cmd vibrator

- Add option -s to prekabed, to enable fallback on unsupported effect;
- Add command capabilities to print HAL capabilities;
- Add attribute USAGE_TOUCH to apply
  Settings.System.HAPTIC_FEEDBACK_INTENSITY to scale effects;
