Extend commands to get 2 rotation related states

Also clean up the code in related methods.

Test: cmd window fixed-to-user-rotation [-d display] shows the state.
Test: cmd window fixed-to-user-rotation [-d display]
[enabled|disabled|default] changes the state.
Test: cmd window user-rotation [-d display] shows the state.
Test: cmd window user-rotation [-d display] [lock|free] [rotation]
changes the state.
