Add EXTRA_ALWAYS_USE_VOIP_AUDIO_MODE extrs to phone account 

Add EXTRA_ALWAYS_USE_VOIP_AUDIO_MODE extra to phone account
so that all voip call audio mode will be set MODE_IN_COMMUNICATION
